I spoke before the senate on this in the 2007 timeframe and they broght up the issue of searxh and rescue cost. At that time they wanted operators of homan powered water vessels to take a mandatory 8 hour training class. They said it was because they have had to rescue a lot of water vessels under human power. I proposed they do the same thing with swimmers and that that wouldnt impact the tourism industry's at all...but very sarcastically. It failed to get past thst review.
